Skilled Worker Selection Program (PSTQ) — Stream 2: Intermediate and manual skills
Stream for people whose main occupation falls in FEER (TEER) categories 3, 4 or 5 and is not regulated. It is built around workers who have already accumulated experience in Quebec, combined with a lower French threshold than Stream 1. Invited candidates who are selected receive a Quebec Selection Certificate and then apply federally for permanent residence.

Access is only by invitation through a declaration of interest in Arrima; the stream effectively targets workers already in Quebec because of its Quebec work-experience requirement.

| Education | At least a secondary school diploma or a diploma from a one-year vocational or college-level program |
| Language | French required on the Quebec scale (Échelle québécoise): spoken level 5 or higher for the principal applicant; an accompanying spouse must reach spoken level 4 or higher |
| Work experience | At least two years of paid work experience in the main occupation during the five years before applying, including at least one year in Quebec |
