Investor Program
Quebec's passive-investment route: applicants do not start or run a business, but place a government-guaranteed investment and a non-refundable contribution through an approved financial intermediary. The program was suspended from 2019 and reopened on January 1, 2024 under revised terms including a French requirement and a stay in Quebec; the official conditions page (last updated August 6, 2026) and the 2026 application-fee schedule confirm it is accepting applications. Selected applicants receive a Quebec Selection Certificate and then apply federally for permanent residence.
